Richmond INSPIRE Plan

Over the course of the planning process, Richmond INSPIRE became one of the most extensive community engagement efforts undertaken for Richmond’s parks and recreation system in recent years. Beginning in January 2024, the City utilized workshops in every Council District, citywide surveys, focus groups, pop-up events, stakeholder meetings, community center outreach, and interactive online engagement tools to ensure broad and meaningful participation. More than 2,225 residents participated in meetings, workshops, presentations, and events, while an additional 3,074 survey responses helped shape priorities, recommendations, and future investments. Outreach efforts were intentionally designed to meet residents where they live, work, and gather, with materials offered in multiple formats and languages to improve accessibility and representation. We are deeply grateful to the thousands of residents, stakeholders, partners, and community members whose time, ideas, and feedback helped shape this plan. The result is a plan grounded in community input and reflective of Richmond’s diverse neighborhoods, values, and aspirations for the future of parks and recreation.
